TECHNICAL ASSISTANCE PROJECTS


Project: Trade promotion for Lebanese products
Objective: Capacity building in the field of trade promotion to the EFTA markets.

Content: The capacity building will be provided to Lebanese officials, exporters and manufacturers, commercial attaches and stakeholders related to trade promotion in the form of a training course provided by representatives from EFTA. The course could focus on the overall outcome of a future free trade agreement between EFTA and Lebanon, the possibilities it would provide for Lebanese exporters and importers, and well as on the modalities required to enter into the EFTA markets. The specific needs and themes for the course could be specified further at a later stage.

Venue: In order to offer training to the maximum number of officials, the training will take place in Lebanon. The venue will be agreed upon at a later stage.

Financing:  EFTA will finance the project (travel and accommodation for the EFTA representatives, eventual rent of a meeting venue, meeting materials, and other miscellaneous).

Duration: 2-3 days, more if necessary. To be agreed upon at a later stage.


Project: Capacity building - SPS

Objective:  Capacity building in the Lebanese administration, as well as for other officials and representatives concerned, in the field of SPS.

Content: The capacity building will be provided in the form of a training course provided by representatives from EFTA. The course could give a general overview of SPS issues (including the WTO legislation). Particular emphasis could be put on the quality of health surveillance and HACCP (Hazard Analysis and Critical Control Point) of fish production in Lebanon. The specific needs and themes for the course could be specified at a later stage.

Venue: In order to offer training to the maximum number of officials, the training will take place in Lebanon. The venue will be agreed upon at a later stage.

Financing: EFTA will finance the project (travel and accommodation for the EFTA representatives, eventual rent of a meeting venue, meeting materials, and other miscellaneous).

Project: Capacity building - TBT

Objective: Capacity building in the Lebanese administration, as well as for other officials and representatives concerned, in the field of TBT.

Content: The capacity building will be given in the form of a training course provided by representatives from EFTA. The course could give a general overview of TBT issues (including the WTO legislation) and discuss the development and implementation procedures and regulations relating to technical barriers to trade (TBT). Particular emphasis could be put on TBT issues in light of a future free trade agreement between EFTA and Lebanon. The specific needs and themes for the course could be specified further at a later stage.

Venue: In order to offer training to the maximum number of officials, the training will take place in Lebanon. The venue will be agreed upon at a later stage.

Financing:  EFTA will finance the project (travel and accommodation for the EFTA representatives, eventual rent of a meeting venue, meeting materials, and other miscellaneous).

Project: Capacity building - customs issues

Objective: Capacity building in the Lebanese administration, as well as for other officials and representatives concerned, in the customs field.

Content: The capacity building will be given in the form of a training course provided by representatives from EFTA. The course could give a general overview of the latest developments with regard to customs issues in the EFTA States, the specific provisions in the future free trade agreement between EFTA and Lebanon, Rules of Origin, and the Euro-Mediterranean cumulation system. The specific needs and themes for the course could be specified further at a later stage.

Venue: In order to offer training to the maximum number of officials, the training will take place in Lebanon. The venue will be agreed upon at a later stage.

Financing:  EFTA will finance the project (travel and accommodation for the EFTA representatives, eventual rent of a meeting venue, meeting materials, and other miscellaneous).

Project: Training course - WTI

Objective: Provide one-week training courses to 6 Lebanese officials at the World Trade Institute (WTI) in Bern, Switzerland.

Content: The WTI is a reputable institute that gives an economic and legal introduction to a number of trade related issues. The WTI offers one-week courses on fields such as "mastering international trade regulations" (including issues such as international economics, introduction to international trade regulation, introduction to public international law, etc.), "understanding international economic law" (including issues such as dispute settlement, competition, trade remedies, etc.), and "integrating law and economics" (including issues such as intellectual property, trade in services, public procurement, investment, technical standards, etc.). The selection of the desired one-week courses could be made at a later stage.

Venue:  WTI premises, Bern, Switzerland.

Financing:  EFTA will finance the course fee, travel expenses, and provide for daily subsistence allowance (accommodation etc.) according to its tariffs, for 6 Lebanese officials.

Duration: One-week course.

 

Project: Technical visit to an EFTA State

Objective:  Technical visit of Lebanese representatives to an institution in an EFTA State.

Content: Introduction and information about the institution. The specific theme for the visit could be specified further at a later stage.

Venue:  To be determined at a later stage.

Financing:  EFTA will finance the travel expenses, and provide for daily subsistence allowance (accommodation etc.) according to its tariffs, for a group of maximum 10 Lebanese officials.

Duration:  2-3 days, more if necessary. To be agreed upon at a later stage.


 


Project: Diplomatic course

Objective: Scholarship for the online Postgraduate Diploma Course in Diplomacy at the Mediterranean Academy of Diplomatic Studies in Malta.

Content: The online Postgraduate Diploma in Diplomacy focuses on a broad spectrum of issues relevant for today's diplomats, including the position of diplomats in a globalised world, new topics on diplomatic agendas, and the use of the Internet and other information and communications technology (ICT) tools for diplomatic activities. Through negotiation simulation exercises participants will learn about the influence of ICT on diplomacy and international relations, and keep up-to-date with new developments in the field. The program consists of an introductory workshop of 10 days in Malta and 10 months of online learning. This combination allows the participant to take advantage of the benefits offered both by traditional learning (face-to-face interaction) and online learning, which is ideally suited for training diplomats. Upon successful completion, participants will receive a postgraduate diploma in diplomacy awarded by the University of Malta.

Venue: 10 days in Malta at the Mediterranean Academy of Diplomatic Studies and the rest of the course time from home.

Financing:  EFTA will finance the scholarship, travel expenses, and provide for daily subsistence allowance (accommodation etc.) according to its tariffs during the stay in Malta, for 2 Lebanese officials.

Duration: 10 days in Malta plus 10 months.
