II- Objectives


I- Description of Activities

1- Implement the Lebanese National Quality Policy

  • The National Quality Policy will be the guiding policy framework for:
    • the quality infrastructure`s future development
    • the promotion of the quality concept towards business community
    • the coordination and integration with other policy players
  • QUALEB is emphasising on completing the development process of the national quality policy while discussing with the Ministry of Economy & Trade (MoET) and other ministries, and providing assistance to the staff of MoET in the realisation of the national policy goals.

  • Design and Development of the National Quality Policy
    The national quality policy document, prepared in collaboration with QUALEB team, is discussed with stakeholders in order to achieve a common understanding of it objectives, scope, and implications for the ministries and the private sector. They need to be set in a common framework to avoid any divergences since the quality policy needs to be tuned in with a number of ongoing policy developments such as SME policy, consumer protection policy and related market surveillance policy, along with export related issues such as an export certification scheme.
    The final version of the National Quality Policy will be forwarded to the Minister of Economy and Trade and to the Council of Ministers for endorsement as a national policy document.

  • Support the implementation of the National Quality Policy
    Once formulated and endorsed, the national quality policy needs to be implemented by the different actors identified in the policy document. The Quality Unit will develop a work plan, coordinate and stimulate the actual implementation of the different elements of the policy, and support the implementation of the national quality policy with relevant means for creating public awareness such as publications, seminars and conferences.

  • Support to quality related activities in education
    The objective is to equip the future generations of the Lebanese workforce with a basic understanding of the concepts of quality. 

2- Quality related structures 

QUALEB will help clarify the composition of the actual quality infrastructure in Lebanon and in particular the roles and responsibilities of the public authorities with respect to technical regulations and conformity assessment. Moreover, the present situation should be compared to the situation in the EU member states with regard to the roles and responsibilities of the major players in the field of technical legislation, conformity assessment and functions in the quality infrastructure.

3- Capacity Building at MOET and other ministries

This activity will create a basis of expertise in the Quality Unit on key issues of quality, product safety and conformity assessment. It will also generate a common basis of understanding among the key players at the ministries and facilitate the development and implementation of the national quality policy. This action will increase the level of efficiency and the capacity of staff to provide responses to enquiries from consumers, producers and exporters alike. 

4- Library on quality and conformity assessment at MoET

QUALEB`s Library includes 400 books on the management of quality and has the potential to increase the technical know-how of concerned staff, i.e. the staff of MoET and of other ministries and government agencies.

5- Introduction of an ISO 9001 QMS within QUALEB 

The introduction of a quality management system is a necessary learning experience for the QUALEB staff who should experience first hand what it takes to develop a quality management system and what kind of problems have to be solved in practice. QUALEB is currently working towards an ISO 9001 implementation and certification.

6- Dissemination of QUALEB Quality Management System (QMS) pilot project to other ministries

Based on a successful outcome of the pilot project at the QUALEB, the project will seek ways to stimulate and support the application of similar QMS approaches in departments of MoET and other ministries or units involved in the implementation of the national quality policy. The Lebanese Standardization Institute (LIBNOR) and the Consumer Protection Directorate at MoET, are the first two governmental organisations to follow suit. 

7- Review of the Legal framework

An important part of the national quality policy will have to be achieved through legislation. Some institutions that play major roles in the quality infrastructure will derive their roles and responsibilities from national legislation, such as metrology, accreditation, and standardisation. The part of the quality policy that will deal with product safety regulations will have to be based on a coherent system of legal rules that spell out the responsibilities of manufacturers and importers. 

8- Review of the legal framework for Conformity Assessment and Technical Regulations

Complete the reviewing and drafting processes, assuring the coherence in terminology and concepts of:

  • Law on Metrology
  • Law on Accreditation
  • Law on Technical Regulations and Conformity Assessment
  • Law on Standardisation
  • Law on Liability for Defective Products and Market Surveillance
  • Law on General Product Safety

Check the compliance of these new or revised laws with existing Lebanese laws and make proposals for amendments or repeals of conflicting legislation (laws, governmental and ministerial decrees).

9- Market Surveillance - Legal aspect

This activity supports the performance of selected Market Surveillance activities, including legal metrology as a government related surveillance function in various ministries, and upgrades capabilities of the people involved, primarily the inspectors working in the field. 

Support selected activities in market surveillance

Activities in the field of market surveillance will be complementary to the activities of the Twinning Project at the Consumer Protection Directorate, covering activities not planned there, or extending to other ministries with activities in the field of market surveillance. A number of activities have been identified that could be supported in the near future.

1- Implement an awareness campaign for the private sector 

There is a need to develop awareness for Lebanese consumers on issues such as labelling & packaging, health & safety and food hygiene. Accordingly, QUALEB is developing and expanding its range of awareness support activities including quarterly newsletters ("Quality Info"), ABC Quality Guidebooks, promotion flyers (on training programme & seminars) and a range of merchandising products and services to support the activities of the programme. 
  • Develop coordination activities with relevant NGOs and other donor aid programmes

    Formal and informal meetings with key NGO bodies and/or related donor projects to strengthen the relationships already established by exchange of information and ensure close cooperation where possible. QUALEB also cooperates on regular basis with other EU funded projects and UNIDO local projects

  • Expand participation at trade fairs/exhibitions

    Participate to national and international trade fairs and exhibitions (Anuga-Germany, Foodex-Dubai, Horeca-Beirut) to promote QUALEB in relation to the interests of Lebanese industries. 

  • Design and specify a National Quality Day/Week and related conferences, seminars, round table meetings 

    QUALEB organises quality related seminars and conferences, with the participation of the public and private sectors` representatives and the cooperation of local and international experts. Annual regional conferences on quality and food safety are held regularly in collaboration with the Arab countries and other donor aid programmes. 

  • The Annual Quality Company Award/Awareness Day

    A National Quality Awareness Day is scheduled, focusing on the mass market Lebanese consumers. Also, QUALEB is planning to form a national committee for the Annual Quality Award, in close cooperation with trade and industrial associations and the chambers of commerce in Lebanon.
 
2- Training and consultancy for enterprises in Quality related issues

QUALEB introduced Quality Management Systems in private companies, thus supporting the Lebanese private sector and creating a quality culture. Companies receive a combination of training and consultancy services and progress made by the participating companies towards certification is regularly reviewed and assessed. In 2006, 50 companies, covering various Lebanese regions and sectors (industry & services), joined the ISO Implementation Project (21 companies and organisations accessed ISO 9001, and 29 companies accessed ISO 22000).
By the end of 2007, 14 of the selected companies succeeded in getting the ISO 9001 certification and one food company was certified in ISO 22000.

3-Develop the technology and innovation knowledge base among Lebanese enterprises and education providers

QUALEB helps Lebanese enterprises to respond adequately to the demands of the institutional conformity assessment chain and to the highly technical nature of modern day quality directives and standards. QUALEB enables them to understand quality management issues on the one hand and adapt products and services, as well as production processes to changing technology demands on the other hand. It is a long term objective that requires the inputs and efforts of a multitude of actors.
  • Enhance the linkages with Lebanese education providers

    QUALEB is building a strong linkage between educational institutions and the private sector in order to reach an overall quality development in Lebanon.

  • Develop quality related training modules for primary, secondary, university and vocational training centres

    QUALEB is working on the organisation of a national conference on quality and education in order to set an agenda for its future development, in addition to other awareness seminars among various educational institutions (universities, vocational institutions & schools, etc.)
 
II- Objectives
  • Assist industries and exporters in identifying the means for resolving international trade issues
  • Improve awareness of the private sector, towards quality and consumer protection issues
  • Elaborate information services and links to meet the needs of companies and the supply of relevant technological expertise

Objectives

 
I- Description of Activities
  
Develop the Lebanese National Metrology Network
In upgrading a number of calibration laboratories covering selected metrological quantities, QUALEB`s aim is to reach a level of competence in the calibration of measuring devices in order to cover industry`s needs. The laboratories, selected upon competencies and analysis of industrial needs, received equipment and support to their installation. QUALEB also provides training and consultancy on the implementation of quality management systems in order to prepare them for ISO 17025 accreditation. 
Assistance to the metrology network will also be done through support to the further development of the legal metrology function which is interfaced to market surveillance activities, being undertaken by MoET. The legal basis for these activities will be the new law on metrology.

Procurement of equipment
 The equipment procurement has been successfully completed with the international tender for calibration and testing laboratory equipment. Fourteen lots have been awarded to ten international and local supply companies. 
 
2- Supporting implementation of training programmes
 Upgrading the expertise level of the calibration laboratories will be achieved through the implementation of a training programme and the supply of consultancy on an individual basis. The training modules will cover: ISO 17025 Basic & Advanced, ISO 17025 internal auditing, laboratory managers, management of changes, ISO 17025 method validation, uncertainty budgeting for testing laboratories & calibration laboratories, specific testing methods.
 
3- Training of inspectors
 The successful execution of market surveillance tasks depends on the availability of competent inspectors from market surveillance bodies and requires:
  • Identification of training needs in all ministries and governmental bodies having a market surveillance function 
  • Designing and implementing a number of training courses for inspectors
4- Support to testing and calibration laboratories
In order to comply with standards and conformity assessment requirements in EU markets, Lebanese producers are forced to use the services of foreign accredited laboratories, with additional costs and duplication of tests, thus reducing their competitiveness. To avoid this, QUALEB will help Lebanese testing and calibration laboratories achieve accreditation through staff and technicians training, equipment purchasing, draft of quality assurance manuals and procedures and upgrading of their competence in selected areas of testing.
As part of the training of COLIBAC (Lebanese Accreditation Body) once it becomes operational, the laboratories will be evaluated to assess the effect that the training and consultancy have, in respect to the integration of quality management systems and other preconditions for accreditation. Monitoring will be carried out by and under the supervision of the accreditation body.
 
5- Surveying the progress of the quality system implementation in the laboratories
 The training and consultancy activities in the laboratories will be surveyed in cooperation with COLIBAC once it becomes operational, in order to follow the progress of the accreditation related activities.
 
6-
Functional and operational accreditation scheme
 COLIBAC was legally defined in 2004 to become the national accreditation body, fully operational and providing accreditation services. Support was planned to build up, train and organise COLIBAC which will be working in close cooperation with a European accreditation body. However today, COLIBAC has still to become an operational organisation. QUALEB will then help organise COLIBAC by focussing on its compliance with the requirements of the ISO 17011 standard and the membership requirements of the international accreditation bodies, IAF and ILAC.
